US Model Rocket Sporting Code
Rules Revision Process
The Rules Revision Process is the method by which changes may be made to the
United States Model Rocket Sporting Code (a.k.a.
Pink
Book). This process for a
regular rules revision is detailed in Appendix F of the Pink Book and
summarized
as:
- An NAR member submits a Rule Change Proposal (RCP) form to the Rules
Revision Chairman (RRC). There is no longer a fee required.
- The RRC reviews the RCP to ensure it does not violate the Safety
Code. The
author may be contacted if changes to the RCP are required. The RRC will
send the author an acknowledgment of receipt in a timely manner.
- RCPs are published in The Model Rocketeer. Members may submit comments to
the RRC.
- RCPs and comments are published in The Model Rocketeer with a voting
ballot.
- NAR members vote on RCPs by submitting ballots to the RRC.
- RCPs which receive a 2/3 majority are approved and are included in an
upcoming Pink Book revision.

Standard Revision Cycle
June 30 - deadline for RCPs to be received by RRC
October - RCPs published in News Section for comment
December 15 - deadline for comments to be received by RRC
February - comments published in the News Section
April - ballots published
June 1 - deadline for ballots to be received by RRC
June 15 - voting results published in News Section
July 1 - RCPs that pass go into effect
Rule Change Proposal Form
The deadline for each voting cycle is June 30. Proposals must be received by
that date to be included in the cycle and, if approved, go into effect July 1
the following year.
