NAR 4-H Partnership
Two years ago the NAR committed to a national rocketry partnership with the huge 4-H youth organization. 4-H wants to establish hundreds of new rocketry clubs around the US to foster youth involvement in science and technology activities, and the NAR wants these to be NAR sections. We have established a special rocketry resource page for 4-H group leaders, and as these leaders contact the NAR (through Vince Huegele, our Education Committee chair) we are sending them contact information for the nearest NAR section. If you are contacted by a 4-H leader, please help them out with advice so they can get a club going and encourage them to charter it as an NAR section. |

Sport Rocketry in Libraries
If your school or public library would like to carry the NAR's Sport Rocketry magazine (and it would be a good thing for the NAR if they did!), they can now do so. We have made an arrangement with EBSCO Subscription Services ( www.ebsco.com), the largest company in the US that provides magazine subscriptions to schools and libraries (but not to private individuals), to carry it at a $40/year rate. Tell your librarian -- they know EBSCO well. |

HPR Certifcation and Membership
High power certification is granted only to people who are members of one of the national rocketry organizations and is only valid while the holder is a current member. It is NAR policy that HPR certification will be restored when a former member renews after a lapse of no greater than one year in membership, but after a longer lapse it must be re-earned from scratch. The NAR Board recently amended this policy to permit gaps of up to two years for members whose membership lapse was the result of job loss or a military overseas wartime deployment. | |

Message from the NAR President
Greetings!
The NAR was founded in 1958 as an organization dedicated to supporting and promoting the use of rocketry as an educational tool for young people. We have grown in other positive directions over the years -- particularly in competition and in high-power rocketry -- but our roots remain in an organizational dedication to "paying forward" to the next generation. You see this in our Team America event, in our relationship with 4-H, and in the annual NAR scholarship and teacher grant program described below. It's our way of contributing to the future of our hobby and to the future of America's technical workforce. Thanks to all of you who are helping us do this by working with young people and their teachers.
Several months ago we sent a letter to BATFE demanding that they take appropriate action to implement the federal court judgment in our favor in our lawsuit opposing their unjustified regulation of our activities. The Director of BATFE has finally responded, and his response stated that the upcoming annual revision of their Explosives List will reflect the Court judgment. In the meantime, we continue to await a Court decision on our petition for recovery of some of the legal fees that we expended to win this decisive judgment. There is no required timeline for Court action on this issue, so we may be in for a long wait!
We will be transitioning our headquarters management software system to a far more capable new web-based design over the period from November 13 to 16. This will greatly improve our ability to support and service members, but it will probably also lead to a few glitches in headquarters support in the first weeks after we make the shift. Please bear with us as we make this much-needed change.

NAR Awards $7000 in Scholarships and Teacher Grants
Each year the NAR shows its support for teachers and students who are active in our hobby by sponsoring cash awards: Robert L. Cannon grants to teachers (who do not have to be NAR members) to support their classroom rocketry activities; and NAR Scholarships to students in post-secondary educational institutions who are NAR members. Each grant or scholarship totals $500, and is renewable. The Cannon grants are funded by the revenue from a benefit auction of rocketry materials held at each NARAM, and the scholarships are funded out of the NAR General Fund (your dues). A committee of NAR leaders, led by NAR Trustee Dr. Joyce Guzik, reviews applications that are submitted by May 1 each year and announces the awards at NARAM. Please help in spreading the word about the NAR's support for rocketry in schools, and encourage eligible teachers and students to apply. This year the NAR has awarded 8 Cannon Grants and 6 NAR Scholarships, a total of $7000 for direct NAR support of people in schools who are involved in rocketry. The recipients are:

Show your pride in being a member of the NAR! NAR Technical Services (NARTS) offers a wide range of products that show off the emblem of the world's first and best hobby rocketry organization. These products include lapel pins that have either a large NAR logo, or a smaller logo that also says around it how many years you've been a member -- from 5 to 40 -- or both magnetic and adhesive NAR bumper stickers.
