NAR To Present S.724 Case to Judiciary Staffers

Mark Bundick Senate 724, (S.724), a bill to exempt hobby rocketry propellant from regulation by the Bureau of Alcohol, Tobacco, Firearms and Explosives, has been introduced into the United States Senate by Sen. Michael Enzi. The NAR is supporting this bill and trying to insure that NAR members are aware of its status as it makes its way through the Congress. These messages are supplied by the NAR's legislative liasion, John Kyte, and will be posted here as we receive information on significant developments.

We met with the Sen Enzi staff several times today, as well as the Sen. Hatch and Sen Kohl Judiciary Committee staffers, and the latest developments are as follows:

It appears DOJ is "educating" (lobbying) Senate Judiciary Committee Republicans in preparation for delivering their "Views" letter tomorrow that will formally lay out their position on the Enzi bill as introduced, These visits are prompting questions from some Committee members which we will seek to address tomorrow.

NAR Vice President Trip Barber and John Kyte will be meeting with the Kohl Judiciary Committee staffers tomorrow to address their continuing concern that APCP is an explosive, dangerous substance. They will provide them with as much third-party and scientific material as possible to dissuade them.

Discussion with Senate staffers continue on options to amend the Enzi bill, if necessary, but nothing has been agreed to.

Holding the bill over for another week may be an option, but there is no guarantee we can do that.

ATF is apparently claiming to have evidence of a few dozen incidents involving rocket motors and people trying to turn APCP into a bomb or destructive device. We will pursue this tomorrow. It does not appear that any of these attempts were successful, which may help prove our point.

IMPORTANT: It is NOT necessary or helpful for members to take action at this time.

As John passes further developments along, I'll post them here.
